1. 注册
在DOAJ上进行注册，下载并填写申请表。

2. 基本要求
（1）期刊必须是出版学术内容的，主要的目标读者是研究人员。（2）每年至少出版5篇研究性论文。
（3）声明OA类型，遵循 CC协议。
（4）期刊网站
· 期刊网站必须有独立网址，并全球可访问。
· 网站必须结构清晰，导航清楚。
· 网站声明已经遵循，并按学术出版的透明和最佳实践原则进行。
· 每篇文章必须有独立的全文和独立的网址。
· 网站不包含侵入式广告。
· 网址不包含来自WOS以外的影响因子。
· 网站不一定是英文的。
· 网址必须包含以下内容：
· 开放存取政策（Open access policy）
· 出版范围（Aims and scope）
· 编委会（Editorial board)
· 作者指南（Instructions for authors）
· 编辑出版流程/同行评议说明（Editorial process (peer review)）
· 授权条款（Licensing terms）
· 版权条款（Copyright terms）
· 发表费条款（Author charges）
o 如果不收发表费，需要声明。
o 必须包含从投稿到出版整个流程的收费情况。
· 投稿费：submission fees
· 编辑费：editorial processing charges
· 版面费：article processing charges (APCs)
· 增页收费：page charges
· 图片处理费：colour charges
· 详细的联系信息
o 必须包含真实有效的联系信息，包括编辑部的正式E-mail地址。
o 申请表中的国家，必须是期刊注册、开展业务的所在国。
（5）ISSN
· 期刊必须至少有一个ISSN号。
· ISSN号必须在期刊网站展示，期刊名称（网站上及印刷版上的）必须与ISSN注册机构（issn.org）填写的一致
（6）稿件质量控制流程 Quality control process
· 期刊必须有编辑和编委会.
· 编委会必须在网站列出，编委会必须标明编委的工作单位。编委会中必须至少有2个博士或相当的学位。编委会不少于5个人。编委不应都来自同一个机构。
· 所有文章都必须经过质量控制流程（同行评议）
· 同行评议的类型及细节必须在网站清楚地说明。
· 建议使用学术不端检测系统，但不强制。
· 最小的内源性：至少在2期的文章中，编辑、编委在本刊发表的文章比例不应超过20%。
（7） 授权 Licensing
· 给读者和最终用户的授权条款必须在网站中哪个声明。建议使用 CC协议（Creative Commons：https://creativecommons.org/）
· 如果不使用CC协议，必须声明类似的条款。如果有超出CC协议的内容，必须进行声明。
· 除了在网站声明外，建议在每篇文章中，都包含授权声明（但不做强制要求）。
（8）版权声明 Copyright
· 网站上必须声明对出版的内容的版权归属.
· 版权条款不能与开放存取政策相矛盾。
· 不允许出现“保留一切权利”的内容。
（9） 其他要求
· 人文及艺术类期刊
· 临床病例报告类期刊
o DOAJ only considers case reports as research if they include the retrospective analysis of more than three clinical cases and/or a literature review. Before applying, make sure that the journal has published at least five articles per year that meet this definition.
· 会议文集类期刊 Conference proceedings journals
o For DOAJ to include journals that are dedicated to publishing conference proceedings, the journal must have an ISSN and a permanent editorial or advisory board providing editorial oversight. Papers from each published conference must be peer-reviewed according to DOAJ criteria. Full text of all conference papers must be available. Individual conference proceedings will not be indexed.
· 数据期刊 Data journals
o DOAJ will accept journals publishing research articles about data or datasets, but not journals that simply link to datasets or announce their availability.
· Overlay journals
o DOAJ will accept journals that select and peer-review articles that are hosted on a preprint server or other site.
· 学生运营的期刊 Student-run journals
o If a journal is run by a student body, there must be an advisory board for the journal where at least two members have a PhD or equivalent qualification.
· 转换类期刊(原来是收费的，现在改为开放存取)Flipped journals
o Where a journal was previously published as a subscription or hybrid journal and has now flipped to a fully open access model, this information must be clearly displayed:
· The date of the change to fully open access
· The availability of the archive material (open access, free, or paywalled)
· Reuse rights of the archive material (all rights reserved or open license)
o For a journal to be included in DOAJ, all content published after it has flipped must be completely open access.
· 镜像期刊 Mirror journals
o A mirror journal is a fully open access version of an existing subscription journal, with the same aims and scope, peer review processes and policies and an editorial board with at least 50% of the same members. The journal may have a similar name as the subscription title, but it must have a different ISSN. DOAJ will currently accept mirror journals if they meet the usual basic criteria for inclusion.
· 书评类期刊 Book review journals
o Journals consisting only of book reviews will not be accepted.
3. 申请流程
(1) 提交申请表，收到邮件(2) 按邮件要求提供配合
(3) 如果通过审核，会收到邮件通知
